The FBIOGET_CON2FBMAP is only implemented for builtin framebuffer console and isn't easily implementable for modular framebuffer console.
If nessecary and there's enough space left on the bootdisks we could ship a builin framebuffer console. Please start a discussion on debian-kernel on that ASAP as all architecture maintainers need to be involved.
