Kernel 2.6.8 sets TCP window scaling to 7. It doesn't work with many broken
routers including mine. It is possible to set

net.ipv4.tcp_default_win_scale = 0

in sysctl.conf, but I suggest to prepare the patch which restore old behaviour,
analogical to ECN bit patch.
