Following Harri's suggestion, I made a wishlist bug on initrd-tools for this. I'm forwarding your suggestion there; let's take this off hotplug-devel.
Perhaps simply honouring the hotplug blacklists would be sufficient, assuming a dependency from initrd-tools to hotplug is acceptable.
