The Debian installer recognizes all of the drives, lets me partition them, set up mounts, etc... but when booting it's as though the ide is not there.

I am not sure the installer is in fault. Assuming you are using an
initrd in the boot process, I would start by examining it. Try building
the initrd with the option that keeps the initrd build environment. Then
check whether the ide modules you mentioned, as well as any other ide related module that is required is actually included.
