This is strange because I seem to have this:
busybox => 1:1.22.0-18
busybox-static => 1:1.22.0-18
Let me know if there is some info you'd need to debug the issue.

The design has not changed. busybox is not a dependency (in general).

It is, in effect - the default setting is BUSYBOX=auto which behaves
the way you want.
