Non-root users can mount filesystems listed in /etc/fstab that have "users" specified, but they will be unable to unmount the filesystem ("umount.nfs: You are not permitted to unmount ..."). My first thought is someone confused the "user" (which would need to check who mounted the FS) and "users" option.
