Bug#995495: Memory Encryption

It looks like passing the option mem_encrypt=off to later kernels fixes 
the issue. The issue is the kernel config, not the kernel version, it 
looks like automatic memory encryption became default in between the 
mentioned kernel versions. This seems to be incompatible with amdgpu.
