I had seen this issue before too and actually had a knuckle and assumed
it was a one-time thing. But I've had 2 more in the last 2 days.
It *may* be related to hibernation as I usually don't use that, but I
had done it a while ago and surely I used it in the last 2 days.
After it has woken up and I'm logged in again, at some point, but not
immediately, I get the following (wall?) notices on all my terminal
windows (and also in KDE's notifications):

I haven't seen or noticed that anything is broken, everything seems to
work fine. I'm not aware of any 'strange power saving mode'.
I'll try later whether I can reliably reproduce it with hybernate mode.

Most of the system components seems to be included already, but it looks
like the CPU is missing: AMD Ryzen 1800X (gen 1, stepping 1 iirc)
