New versions of kernel packages (I looked at linux-image-6.11.2-arm64-unsigned
, but I don't imagine it's limited to that one) put kernel modules in
/usr/lib/modules/ , which works if /lib is a symlink to
/usr/lib/ , but it probably doesn't work so well if it isn't?
base-files version 13.2 and earlier don't have that /lib symlink set up.

Debian only supports the merged-/usr layout since the latest release.

Please install "usrmerge" first to get your system into a supported
state. Maybe you could try to find out, why this did not happen as
dependency.
Closing, as your system is not in a supported state, so this is no bug.
