Because etch will release as much as possible with 2.6 kernels only, and nobody has had the courage or time or will to work on 2.4 kernel beyond what is anyway needed to provide security updates for sarge's 2.4 kernels. Now, if this is you volunteering to help out and work on providing 2.4.32 or newer 2.4 kernels in debian, you are most welcome to it, i think some people like Holger already started in this way.
