I wonder: Can you switch consoles using Ctrl+Alt+F2, Ctrl+Alt+F3 etc?
If you do
systemctl start [email protected]
(e.g. via ssh) does a getty appear on console 4 (i.e. after
Ctrl+Alt+F4)?
