Could you please try the 7.2.9-1 which was already uploaded, int
contains a related change in the i915 driver, which hopefully fixes
the problem.
It is a9047237769c ("drm/i915/quirks: Limit eDP rate to HBR2 on HP
Pavilion Plus 14-ew1"), although it is not matching exactly your
hardware and we do not have the very same ids.
If that does not work, can you pinpoint if that regressed from which
earlier kernel you deployed? If we have that we can send you bisect
instructions to narrow down the offending commit introducing the
issue.
