While attempting to upgrade from an older 2.4 series kernel to 2.6.15, I encountered a very similar bug. I compiled from the source packages using make-kpkg, but after I got the new kernel to boot, I encountered the "permission denied: operation not permitted" problems cited above when trying to modify, delete, or move files in certain directories on my partitions formatted in ReiserFS. I could modify files in directories with the permissions drwxr-sr-x, but not in the directories with drwxr-xr-x permissions.
