Can you think of any way to express that it needs a new enough
kernel-package that isn't a depends?

I'm thinking "Conflicts: kernel-package (<< version)". That would
force an upgrade of kernel-package if installed or removal of same but
not install it if missing. Would that be acceptable behaviour?
