I'm pretty sure that this is intentional. initrd-tools are only needed by 2.4.x kernels. Even though only 2.6 kernels are officialy supported in etch, initrd-tools will be included in etch to make upgrades from sarge possible (without it Bad Things (tm), like removal of the kernel, were happening during the upgrade). There is really no good reason to keep it in sid though, at least we didn't hear one so far.
