For iSCSI HBA's the firmware is carried in FLASH and is not bundled with
the driver (qla4xxx).
For Fibre Channel, the drivers do carry the firmware binary as you
mentioned. We changed the license verbiage last year in an attempt to
address Debian's concerns about the wording relative to the firmware binary.
So if I understand correctly, the Debian release based on 2.6-18 should
also include the Fibre Channel driver 8.01.07-k1.

Plans exist to update the kernel in a future point release, in order to
support newer hardware.
But the qla4xxx drivers require a firmware blob, which will not be added
to etch - if it will be packaged at all due to the restrictive licensing.
