Hi! I'm not sure whether this matters, but I was able to get intelfb booting with initramfs-tools by adding intelfb _and_ intel_agp to /etc/initramfs-tools/modules. I did not dig deeper into initramfs-tools nor use any alternative. so either initramfs-tools does not honor module dependencies or intelfb does not declare a dependency on intel_agp.
