I tested on 2.6.23-rc5 kernel as requested and was able to ping the router at last, but so far only with security disabled. I did have to use the sequence ifconfig eth3 up ifup eth3 because ifup eth3 doesn't work on its own. I think the newer kernel is working better though because this trick didn't work with 2.6.22. I'll do further testing with security enabled and report back.
