If Karsten still has his SWARM, I'd say he should give it a more active developer who's interested in working on SWARM support (Aurelien Jarno or Thomas Bogendoerfer maybe). But I consider SWARM completely broken. I doubt the kernel works and debian-installer is probably completely broken too because nobody has tested it in years. d-i support for the BigSur never worked, although it's still there.
