This is actually a known bug, but I should fix it to avoid surprising
people.
The conversion starts by finding all the device ids mentioned in config
files. Any file that does not mention an IDE/SCSI device name does not
need to be updated. However, the udev config file uses device model
paths and not device ids, so as a special case it is currently always
marked for conversion.
