Justification: breaks the whole system
When there is too little space on /tmp (such as when overflow tmp is
mounted by initscripts) and an initramfs update is triggered (such as by
upgrading udev) initramfs-tools not only fails to build a working
initramfs, it also installs a broken initramfs rendering the system
unbootable under some circumstances (having only one kernel and using a
boot loader which is not configurable at boot time).
