OK - I reported this upstream:

While the problem persisted after I upgraded to 2.6.35, it was
relatively infrequent (only a few times per week, maybe 10% of reboots)
until I installed updates last week, for the first time in a long time
and including updates to ACPI packages (I don't recall which). Now boot
fails and I have to remove all power most of the time.
