I wouldn't remove linux-headers from experimental, I would just provide some clear instructions to make just linux-kbuild for a RC, rather than recompile the whole kernel from source. Which is precisely what, alas, I did on my first attempt. Without precompiled headers, VMware and Vbox users, among others, will be back to the drawing board (or to Google).

The usual link we are always referred to is confusing to kernel noobs, and the script doesn't seem to play nice with RC kernels anyway:

There's a suggestion to modify the script (*Bug#624297: build-linux-kbuild.sh: add support for -rcX kernels (needs version mangling)*. I had to reverse-engineer it to understand why I was doing what I had to do.
