For all people still affected by this bug, unfortunately I have no solutions, but I found a workaround. Now that Ben traced the problem to a race involving HPET, it's somehow obvious.
In fact, if you boot with the kernel parameter "hpet=disable", you get a working suspend-to-disk back. Hope it's useful.
