Avoid linking to https versions of Debian websites.
The Debian/DebConf/SPI SSL certs are signed by the SPI CA,
which generally is not trusted by browsers outside Debian,
resulting in confusing warnings for visitors to our site
who follow https links to other Debian related sites.
