Same answer to both: I think the English description should be in English, not Latin or Debian control file syntax. I doubt all users know >> is used in control files and I know many people get the different Latin abbreviations confused. The >> in particular seems unnecessary: "2.6.14 on" is the same length and "from 2.6.14" isn't much longer.
