Hi Justin, I have re-uploaded a new version of cobbler, with 2 different entries for cobbler/server and cobbler/next_server, as this was indeed very weird.
FYI, it was like this in the cobbler package for which I took over maintenance. Now that I took the time to fix things, the package should be policy compliant as well. Please get version 2.6.6+dfsg1-4 and review the templates again. Note that I have closed #785072. Please reopen a new bug when you send the new template again.
