The answer to the first part of your question is in the PCMCIA Howto in

The information says:
NO_CHECK, NO_FUSER
Boolean (y/n) settings for card eject policy. If NO_CHECK is
set, then ``cardctl eject'' will shut down a device
even if there are open connections. If NO_FUSER is set, then
the script will not check for busy NFS mounts or kill
processes using those mounts.
