Wrong solution.  You don't want pcmcia to start earlier (it can't) but 
networking (at least DHCP client) to start later. The relevant code is 
in /etc/pcmcia/network.opts, where you need to specify "DHCP=Y".  After 
all, you also want it to be possible to pop a network card or reinsert 
one - you don't want to restart the network every time.
