PCNETCONFIG

Hi,
 
I tried to establish ethernet communication on a DELL Inspiron 5000e but it seems that I need PCNETCONFIG utility and I CAN NOT FIND IT in my distribution LINUX DEBIAN 3.0.
 
Somebody can help me to find it or does it exist a other utlity to set properly PCMCIA and ethernte board.
