I have ran into same problem with GC75 PCMCIA GPRS modem. Problem was in the kernel config - try to enable whatever you find related to serial ports and do not forget on "Non-standard serial port support". It works for me.
And if this won't help, please tell us more about your HW (modem) and type of connection (GSM CSD/HSCSD or classic telephone line).
