No, it isn't a requirement to have that line in /etc/fstab. The requirement is only that you have sysfs mounted as /sys. On my Debian system, /etc/init.d/mountvirtfs takes care of mounting /sys, and I don't have the line in /etc/fstab, yet ipw2200 works.
