For the definitive information, get the appropriate data sheets direct from 
Intel - don't believe any postings on the internet.

Aside from software limitations, additional limitations may be imposed by the 
support chips.  Just because a CPU will operate from limits A to B doesn't mean 
you can actually exploit the CPU that way - all the other parts of the system 
will have to allow you to do so.  So aside from looking at the Intel data 
sheets for the CPU, you need to look at the specific construction of your 
system to find out whether the CPU itself or an external support chip controls 
the core voltage and frequency.
