Thanks to several people who provided helpful info I have it working.
I made the following changes: I added HWCLOCKPARS="--directisa" to /etc/default/rcS and rebooted. I reconfigured the tzdata package and restarted the ntp service.It works. I have the same time in both Vista and Debian. Thanks for the help.
