yes and no.
on a laptop they do no make a lot sense, on a server they do.

if you have some users which want to use a server, you might want some
security.. so e.g. some large mails cannot fill your disk and block
other services, or processes which misbehave can fill your disk quickly.

in such enviroments its useful to use partitions in a size as needed,
and keep the "free" space not too large. Nowadays using LVM you can
always resize the drives online as needed.
