I believe it is, to the extent that the copyright notices on the individual files do not restrict the right to produce and distribute modified versions. Some LaTeX packages (e.g. molticol.sty until the recent license clarification) need to go into non-free, but generally LaTeX is considered free. Is there any particular point you are concerned about might have been overlooked? -- Henning Makholm
