Since this is the first annotated tag that we've had, the output isn't
particularly useful (it summarizes everything in the repository).  If,
however, we use annotated tags from here on out, these messages will
contain summaries of the changes since the next version.

I like annotated tags because they can be signed, which due to Git's hash
structure effectively means signing the whole release tree.
