Ah, that is probably because I am using the dh_quilt_patch and dh_quilt_unpatch calls, which are only present in quilt (>= 0.46-7). [1] This revision of quilt also now supports dh --with-quilt. I didn't realize that this might be a zero-day bug report about that new revision.
