Yeah, this should be fixed, and it would simplify our code in many
places to do so.  It's a huge pain to fix it, since it requires touching
many many lines of code to make mostly but not entirely mechanical
changes, and it's likely to introduce bugs, but at some point we should
just bite the bullet and do it.
