That's not what experimental tags are for, though.  Experimental tags are
for testing new features of Lintian that may or may not work as intended.

Pedantic is the closest to what you're looking for, but I don't feel like
this tag is justified even at a pedantic severity.  Even with pedantic
tags, we want to avoid false positives.  Upstreams with no changelog are a
lot rarer than Debian packages intentionally maintained without a VCS.
