This puzzled me too, and after some strace'ing it seems
/usr/share/lintian/checks/manpages wants to access files in
/var/lib/lintian/locale/en_US.UTF8/
while the directory's name is actually
/var/lib/lintian/locale/en_US.UTF-8/
Placing a symlink resolved the situation - but I wonder if there's
just a dash missing in line 249?
