I would however like to make two modifications to the proposal:
1.) Any check requiring external connectivity should be off by default. So it could be enabled by say "--enable-bts-checks" options.
2.) It would be really helpful if it checked that any bug mentioned as closed in the changelog really does relate to the bug.
