This doesn't appear to be a valid copyright file: it doesn't include the
text of the AGPL.  That's not one of the licenses that is in
common-licenses, so you need to include the complete text in the copyright
file.  Once you do that, Lintian's recognition of the AGPL text should
make the tag go away as well.
