I'm fairly sure the discussion about version 2 watch files has been had before and the consensus was that while they shouldn't be used for new files, they're still supported by uscan so valid in packages. The other two cases in your suggestion above - in fact anything other than "2" or "3" - are already handled by a combination of debian-watch-file-unknown-version (for versions consisting of digits) and debian-watch-file-missing-version (which will also trigger for "version=foobar"), which have existed since 2008.
