The files really are duplicates, but they aren't actually bugs.  In other
words, for some of these cases, I would consider a Debian package that
hard-linked or symlinked those files together to be inferior to one that
didn't, even though the files are identical.  (For the Doxygen files, for
instance, such a package wouldn't save any appreciable amount of space and
would be far more complex for no real benefit.)
