Bug#802729: lintian: please clarify whether "-L +=pedantic" is legal

The manual page says that the syntax for -L is:
-L [+|-|=][>=|>|<|<=][S|C|S/C]

Later it says that --pedantic is equivalent to:

-L +=pedantic

But "+=" is not legal according to the aforementioned syntax; only 
inequality operators are allowed after "+".
