Policy 4.1.5 has adopted FHS 3.0, so this is now unblocked.
(#567033 is about /usr/games, which is orthogonal. It became a blocker
for this bug when #567033 was temporarily merged with #787816, but in
fact neither FHS 2.3 nor FHS 3.0 either requires or forbids /usr/games,
so it's entirely up to Debian where we put /usr/games on a scale from
required to forbidden.)
