Dear maintainers,

I noticed a false positive for extra-license-file.
You can observe it for example in [xbill_2.1-9_amd64.deb].

The content of the file is the following:

This was fixed in 2.16.0 but the changelog entry was missed due to a
gbp-dch snafu.
