If the configuration file cannot be read, Lintian dies with an unhelpful 
error message:

  $ lintian --cfg /nonexistent nyancat_1.5.2-0.1_i386.deb
  Can't call method "errstr" on an undefined value at /usr/bin/lintian line 243.
