Well, again, let's separate two things: the build system (where the live system is built on), and the resulting live system itself.

The build system just needs, as said before, two things: live-package and a recent enough cdebootstrap (>= 0.3.10). The rest of the depends of live-package are already satisfied within stable, and cdebootstrap can be installed from backports.org, and live-package can be just installed from sid (it's just a shell script, so no worries). That means: the build system can be stable, testing, or unstable, it just doesn't matter.

The live system is built on the build system in a chroot. In this chroot, atm, only unstable can be installed because some modules just entered last week into testing, so with an slightly updated live-package which will follow today or tomorrow, we will be able to built live systems based on testing too. That means, for now: You don't need to care about the distribution, the live system (not the build system) will always be unstable.
